NGOREFINE
NGOREFINE is a platform of the Center for Regulatory Impact Assessment (supported by the EEA Financial Mechanism) whose mission is to reform the legal and financial framework of non-governmental organisations (NGOs) in Bulgaria.
Basic information
About the NGOREFINE project
The court registration of NGOs, introduced in 2000, does not provide the necessary publicity and makes these organisations among the least transparent entities as regards their basic data. The more outdated the system of registration and budget funding, the less transparent and accountable NGOs are, and the more negative their public image.
Project objective
The project aimed to move NGO registration from the regional courts to a common electronic register system at the Ministry of Justice, bringing together all non-profit organisations. The budget funding mechanism will be improved through a new model of competitive award of grants.
Public consultation
About the consultation
The consultation took place from 1 June to 31 August 2015 through a Public Consultation Document and a Public Consultation Questionnaire prepared specifically for this purpose.
Additional information
Participants could use the additional information documents uploaded to this site, published in the sections Improving the environment and Draft laws.
Objective of the consultation
The aim was to seek answers to questions such as: why non-profit legal entities do not have transparent electronic registration like traders, why their registration fees are higher than those of limited liability companies, and why the budget funding model has remained unchanged since the 1980s.
