About five years ago, Bulgaria finally took the path of better regulation that the European Union has been following for decades. With a delay of nearly 10 years since our country became a member of the Union, our rule-making process also “joined” it, adopting impact assessment and structured public consultation as mechanisms mandatorily integrated into it.

On this occasion, in 2017 the first comprehensive study on the subject, entitled “Regulatory Impact Assessment”, by the Chairman of the Center for Regulatory Impact Assessment, Dr Tony Dimov, was published.

The new updated edition by the same author, from mid-2021, attempts to present comprehensively and to conceptualise the main theoretical aspects of the regulatory reform in Bulgaria, in particular its key instruments, such as regulatory impact assessment and structured public consultation. From the standpoint of the first 5 years since the beginning of the regulatory reform, it seeks to check whether the regulatory innovation called “impact assessment” has worked, whether it has made the rule-making process smart, “future-ready”, etc.
