One year has passed since the introduction of impact assessment in the Bulgarian rule-making process. In this connection we present the Report on the results of the monitoring of the implementation of mandatory impact assessment in Bulgaria in its first year of operation. The monitoring was carried out by a team of the Center for Regulatory Impact Assessment and covers all normative acts subject to impact assessment, with a focus on the bills drafted in the period 04.11.2016 – 31.10.2017, regardless of which of the two entities with the right of legislative initiative under the Constitution – the Council of Ministers or an individual member of parliament – drafted and proposed them. Its results show that the total number of IAs prepared within the Council of Ministers and the National Assembly is around 365, which means that, figuratively speaking, one assessment was prepared in the state every day of the year. This gives confidence to say that the regulatory reform in Bulgaria, whose main driver is mandatory impact assessment, has begun and is really happening.
