At the beginning of July 2015 a public consultation was announced on the official public consultation portal of the Council of Ministers on the draft Law amending and supplementing the Law on Normative Acts, which proposes improving the process of drafting, coordinating and adopting normative acts by introducing the regulatory impact assessment mechanism as a toolkit to support decision-making and to improve the quality, transparency, justification and sustainability of policies.
The Center for Regulatory Impact Assessment was an active participant in the whole process of preparing the Concept for introducing RIA in the National Assembly and the Council of Ministers and in developing the proposals for amending and supplementing the Law on Normative Acts. Inspired by the real steps taken by the Government, the RIA Center also developed the full ex-ante impact assessment of introducing RIA in Bulgaria, which accompanies the bill.
