“One in, one out”
“One in – one out” is an approach for offsetting new burdens arising from legislative proposals by equivalently reducing existing burdens in the same area.
Although it is not new and the United Kingdom has been applying it in various forms for years, for the European Commission it is rather a novelty. From mid-2021 the Commission began to pay special attention to developing policies and proposals that make life easier for people and businesses and ensure that legislative acts are targeted, bring benefits, are easy to comply with and do not add unnecessary regulatory burden.
More specifically, the approach aims to build a new culture of policy-making and regulatory measures that not only ensures that policy objectives are achieved but also pays special attention to the way in which this happens.
