About five years ago, Bulgaria finally took the path to better regulation that the European Union has been following for decades. With a nearly 10-years of delay since our country became a member of the Union, our rule-making process also “joined” it, accepting the impact assessment and the structured public consultation as mechanisms integrated into it.
On this occasion, in 2017 the first comprehensive study on the topic, entitled “Regulatory Impact Assessment”, was published by the President of the Center for Impact Assessment Tony Dimov, PhD.
The new updated edition by the same author from mid-2021 attempts to present comprehensively and to conceptualize the main theoretical aspects of regulatory reform in Bulgaria, in particular its key tools, such as regulatory impact assessment and public consultations in a structured form. From the standpoint of the first 5 years since the beginning of regulatory reform, it seeks to check whether the regulatory innovation called “impact assessment” has worked, whether it has made the rule-making process smart, “ready for the future”, etc.
