The “Impact Assessment” Modular Training Programmme is provided jointly by the Institute of Public Administration and Sofia University “St. Kliment Ohridski “.

Impact assessment is of great importance for successful policy development and lawmaking. Many EU Member States apply a preliminary assessment of the effects of various state initiatives to create the prerequisites for informed decision-making. It improves the public governance process and increases the efficiency of public authorities. In Bulgaria, the impact assessment became mandatory with the entry into force of amendments of the Law on the Normative Acts from end of 2016.

The modular program aims to develop the capacity of civil servants and professionals from the private and non-governmental sector working in the field of policy development and regulatory acts. Through it they will gain knowledge and skills for qualitative and quantitative analysis of the results and effects of the activities and initiatives of the state institutions.

The program has a strong practical focus and has been developed in line with the training needs of the target group in the field impact assessment of policies and regulation. The lecturers in the Modular Program are proven experts and university lecturers with a theoretical and practical experience in impact assessment.

The Postgraduate Impact Assessment Program offers advanced vocational training in the theoretical and practical aspects of policy assessment and analysis in the context of changes in Bulgarian legislation related to the imposition of the IA as a tool for better public governance.

Policy development goes beyond rulemaking and combines many complex processes such as economic analysis, risk assessment, future and follow-up, human rights, etc. Contemporary policy issues require an interdisciplinary approach that presents various academic concepts, theories and methods of research from disciplines such as political science, law, economics, and public administration.
